Jenna explained that all government records from state capital Lansing have doubles made and the doubles are kept in a bunker deep in the basement of this building in case of nuclear war. The flag is at half mast because it's customary in Michigan to lower it when a soldier from the state is killed in Iraq. A lot of flags were lowered a lot of the time whilst I was there.
